I know by using the term passive that things should always work but digging deeper does that mean if i am using a skill from say the siphoning line do the passives in the other skill lines also apply?

Passives that have no condition applies ALWAYS, but some passives have conditions and only apply for the duration that have their requirements fulfilled. You have to simply look at each passive and see if it has any conditions or not. It will say on its tooltip if it has one.
