Today I decided to switch on the chat bubbles feature and tested it using /say. I saw nothing above my character and have not seen anyone else using it. I know the function is in beta, but I'm just wondering if its currently working?
Well, you only see them if the chat is in a channel you are personally in (/w, /g, /guild) or local (/s) and the person talking is visible to you. Otherwise mine works at the moment (PC/NA).

I've just noticed that I had the option 'self' unchecked under the chat bubble options and that's why I couldn't see the chat above my own character.
Glad to help. Oddly, almost ALL chat bubbles I see are my own toon's comments 5 minutes after I say something cuz my face was buried in inventory or crafting or something like that.
