Since Homestead, I have done top level provisioning writs on 8 characters every day and not had a single drop. Neither has anyone I know, and they all say it is strange.
Before Homestead doing it on just 6 alts a day was an almost guarenteed 1 or more recipe fragments.
0/280 is well beyond the statistical margin of error for 'just RNG.'
Either something is wrong with the drop rate or my account is somehow broken.

You can't possibly think 280 writs is significant enough to not be considered too small of a sample size.
I assure you they are dropping. I've done my writs on 2 characters about half of the days since homestead and I've had 4 drop. You happen to be on the unlucky side of RNG and I've been on the lucky side. It's still RNG.
I've been doing 8 max-level provisioning writs each day since Homestead dropped on PC, and in that time I've received enough fragments for 2 full recipes (although the distribution of which ones I've received didn't give me 2 full recipes - I've had to do a bit of trading).
I see they fixed a bug that was causing master writ vouchers to have too low of a drop rate last patch. I think they broke this as well. Can we please have the devs take a look at it? It seems WAY too low and there were no patch notes for Homestead about nerfing the drop rate by 1/1000.
