Did you forget the fact that you can buy the DLC for slightly more than 3 months subscription time costs? (7,000 crowns if you buy the 4-pack and then Shadows of the Hist.)
I suspect most people who don't subscribe already have the DLC, so this would achieve nothing except to get the min-maxers farming different sets.

With ESO+, when you get dungeon drops, trial drops...
You get 2 options to choose from.
Aka prosperus or training gear.
Infused Prosperus?
Mundus or Impen?

Just a nice zone, that has a lot of convenience in it, like a crafting station that has all sets unlocked (ones you've found that is). Nice layout.

Most importantly... You know everyone in that zone has all the DLC, because they are subbed.
Maybe have a ESO+ by their name too, to show they are subbed. Some nice title ornament. Small things count!

Please understand that any "incentive" used to increase a person's subceptability to spend money that creates a special snowflake thing in the game (even crafting bags) other than what's required to play is a NO.
That's the problem with most games.
Also for those who are of the mindset that a developer needs financial support.
That's saying their product and it's target markets don't align with the business plan. It's not a customers responsibility to financially support the developers game....it's the developers responsibility to offer products of value worth paying for to its target market.
In my opinion, the game would be better off with no sub at all.
Ppl would be more willing to play and buy dlc of interest. You'd use the crown store items as quest and progression rewards but for free to keep its customers around in order to better prepare, develop and provide dlc on a consistent basis that aligns with a solid business model.
ZOS is all over the place so while I'd argue they don't need our money, they've been at best, very inconsistent in all their realty money opportunities on all platforms.
