With so many trying to log in all at once, this make cause some issues for a few players. Though we thank you for your patience and we hope to have everyone through the door back into Tamriel soon!

Error 200 here as well. Also the client is 'unable to retrieve announcements'.
The 'too many people logging on" reasoning is obviously not true. With no acknowledgment from ZOS about something that is obviously more of a problem than simple bandwidth, I'm pretty sure that those of us who cant log on, and are all getting "no announcement" and ERROR 200, are being blown off.
If I am screwed until maintainance tomorrow, than I would rather just be told that, and not left ignored. It clearly isn't just because a bunch of people are trying to log on at the same time

Yeah this is not the issue. It won't even connect to the server to retrieve the announcements on the log in page. That has nothing to do with too many people logging in.
UPDATE
A guild member said he was able to connect by turning off the 64bit option then restarting the launcher.... that does seem to work.

Switching to the 32bit client didn't work for me. Neither did switching to EU, logging in, then switching back to NA. Neither did flushing the DNS.The 'too many people logging on" reasoning is obviously not true.
