Well, yes, there is a point. If only 3% of players have ever upgraded their bank capacity, then I suspect an even lower amount have completed a vet dungeon, never mind run vet dungeons over and over again. Not everyone does vet dungeons for numerous reasons; PvP, dislike a large portion of the end game crowd (What, with it being one of the most toxic group of players around) etc and as such stick to normal dungeons thus never see a helm. I know I and a group of others prefer normal runs because we're not constantly being harassed/insulted by try hards and people who suck every iota of fun out of the game for others around them.

People who claim helms shouldn't be on the vendor or that the vendor should at least cater towards the shoulders more don't represent a large number of players. They give their opinion like the game should centre around their preferences and no one else's. I'd argue it from the other side, I can get shoulders when I want, but find the helms almost unobtainable due to my dislike of participating with the hardcore end game crowd. I'm not alone.
