(and no, I'm not going to name characters, 'cuz that just opens the door for some smart-ass to come in here and say, "What, Mr. X gave you a hard time? Feh! I beat him in Nothing Flat!")

You and I are very different kind of players, OP. Your concerns are valid though; leveling up a character actually weakens it (all else remaining equal) and it's not until you get CP do you actually get stronger relative to NPCs.
I couldn't say what the solution is.
