This could be just a coincidence, but I seem to have better luck doing writs on my secondary crafter first. Then do writs on your main.

Last time this was discussed, oh it must be all of a week ago, it was suggested that the thing that points to a higher drop rate for master writs is the general crafting achievement bar. The higher your progress on that bar the better your chances. I have a couple of level 50 Provisioners and they have yet to receive a master writ after getting on for 20 tries each, but their general crafting achievement progress is probably only one centimeter across if that so their odds are pretty negligible.
