✭✭Some people say that the patterns are more likely to drop in the racial appropriate zones, but that hasn't been my experience. I don't think there's any pattern to it. It's random.1 -

Initially I got a lot of Nord designs from The Rift and Eastmarch. But then they mainly turned to Breton and Orc designs.
Yet more RNG joy.

Hm... It's funny that you say that. I've been getting a pretty decent amount of Dark Elf and Orc motifs in Reaper's March, where as I logically should be receive Khajiit. Meanwhile, I have only gotten a few Khajiit motifs in Reaper's March. Could certain races have rarer drops?0
