Searching with High Elf, I see them in there.

Some people say that the patterns are more likely to drop in the racial appropriate zones, but that hasn't been my experience. I don't think there's any pattern to it. It's random.

Initially I got a lot of Nord designs from The Rift and Eastmarch. But then they mainly turned to Breton and Orc designs.

Hm... It's funny that you say that. I've been getting a pretty decent amount of Dark Elf and Orc motifs in Reaper's March, where as I logically should be receive Khajiit. Meanwhile, I have only gotten a few Khajiit motifs in Reaper's March. Could certain races have rarer drops?
