Another strange thing is that the tooltip damage for velocious curse (whatever it's called now) wasn't the same as the dps test. In my tooltip it's supposed to be 11k then another 11k after 8 seconds but the dps test said 6-7k.

It's not telling you how much damage you are doing.. it's telling you how much per second.
So for curse it would be 22k damage divided by however long the "fight" was.
Your first scenario does seem weird, but just wanted to be sure you weren't expecting your DPS to be 22k from one curse.
I unloaded my rotation (a mix of aoe and direct attacks) in about 5 seconds then stood still for 5 seconds or more awaiting the result. It said 7400 dps, 12s
I then hit it with a normal casted crystal frag and it was 9000, 1s
The instant crystal frag attack was in my rotation so what's going on with the test results?

Add to that the fact that it takes up to 6 seconds to get out of combat too, so your dps will still be calculated even after you've sheathed your weapons and stopped attacking.

PC user here: when I've killed the dummy, the DPS number posted in chat has been identical to the number displayed in FTC (dps meter addon). So it's accurate outside of the limitations already mentioned (e.g. you have to kill the thing or you have several seconds of 0 damage factored in).

It seems like I'm pulling some *** poor numbers after seeing what others have posted but I don't use proc sets or BIS so that's probably part of the problem. I'm also not setup to be a glass cannon because I play alone most of the time and need to survive.
The strange thing is I got the achievement for 1 million damage against the dummy after only 2 times attacking it for less then a minute each. The 3rd time I wanted to kill it and it took 6 minutes to take it out at full health.
