I am pretty sure we won't got to the Summerset Isle or Elsweyr (or Akavir e.g. Redguard territory) because those regions are possible locations for ES 6. As much as I like ESO, they won't waste a small DLC (sorry, expansion) on a region that could be a totally new ES game.
There is only going to be one (1) single player TES game released in the next several years. TES 6 gets to pick where it wants to go, and that will be it for the restrictions on ESO from that quarter. If TES 6 goes to Summerset or Elsweyr, we won't go there, but we could go to the other.
While I know BGS will make a new TES, and Howard never wants to stop, there are limits to how many they roll out and how quickly they do it. ESO is not going to sit around for 10-15 years waiting for BGS to slowly crank out single player games.
We need something comparative to come to a viable conclusion. What are the other folders called? If they're called Breton, Nord, Khajiit, etc, these are architectural style folders. If there's one called Morrowind, then the chapter idea might be viable. I would think that unlikely though; ESO's Morrowind is set on Vvardenfell just like TES3 Morrowind.
