Redguard took place on the island of Stros M'kai, which is one of the starter zones in ESO. So I doubt that unless they plan on redesigning the entire island. (Which they totally should, in my opinion. But I doubt they ever would)

I think Altmer or Khajit. 75% of AD zones are Bosmer, and the AD hasn't gotten an DLC or xpac yet.
I bet they save Akavir for once we have most of Tamriel explored. We still have daedric realms, Argonian areas, and other zones we've see/heard about to be added to the mix too.
Dunmer should be next one, just a couple week back we had a poll on favorite race and Dunmer was the winner.
We need something comparative to come to a viable conclusion. What are the other folders called? If they're called Breton, Nord, Khajiit, etc, these are architectural style folders. If there's one called Morrowind, then the chapter idea might be viable. I would think that unlikely though; ESO's Morrowind is set on Vvardenfell just like TES3 Morrowind. There's no nostalgia primarily because there are very, very few Redguard fans. It's a spin-off, it was released long before most of us joined the community and it wasn't easy to run (let alone finish) on modern PCs. Unlike Morrowind, it wouldn't generate instant excitement. When the Redguard DLC rumors appeared a few years ago on the Skyrim boards, some people had no idea we even had a separate game by this title before.But TESA Redguard was set on Stros M'Kai, and that's already in-game, so there's no nostalgia to build on there.

I am pretty sure we won't got to the Summerset Isle or Elsweyr (or Akavir e.g. Redguard territory) because those regions are possible locations for ES 6. As much as I like ESO, they won't waste a small DLC (sorry, expansion) on a region that could be a totally new ES game.

There is only going to be one (1) single player TES game released in the next several years. TES 6 gets to pick where it wants to go, and that will be it for the restrictions on ESO from that quarter. If TES 6 goes to Summerset or Elsweyr, we won't go there, but we could go to the other.
While I know BGS will make a new TES, and Howard never wants to stop, there are limits to how many they roll out and how quickly they do it. ESO is not going to sit around for 10-15 years waiting for BGS to slowly crank out single player games.
