PVE only gets double events when there's been something during the event that went wrong (which has happened with almost all of them lol).

It's important to remember that this isn't an "event" in the normal sense of the word. It's not a festival or an anniversary event or anything - it's a test to help them diagnose the Cyrodiil performance issues. Also, as per these quotes (emphasis added by me):

there are going to be other tests. This isn't a one-off. We don't know how many other tests there will be, or what the conditions are, but you can bet that some will include CPs, and they'll have some sort of incentive for people to get into Cyrodiil in order for them to get some proper stress testing going on.
