Wood Elf or Imperial for Stamina Nightblade? +21% Stamina Recovery vs +4% Stamina

When it comes down to Imperial vs Bosmer for a Stamina Nightblade build....I think the only racial passives that matter is the Wood Elves +21% Stamina Recovery vs the Imperials +4% Stamina increase (Imperial +10% Stamina - Wood Elf +6% Stamina = +4% Stamina). Which is better?
