Seeing others duel intimidate you?
Does people challenging you to a duel intimidate you?
There's this place I know of, Planet Fitness. No intimidating is allowed!

There are several instances of one area, every one of them is in the same chat, you need to be in the zone chat to actually talk to people but many have turned the zone off. What kind of experience it? If you are not in the chat room with these people, they might as well be bots/NPC's with randomized behaviour.
Players jumping all around like crazy because they are bored does not contribute to my gameplay, it makes the world feel ridiculous. Players spamming abilities does not contribute to my gameplay at any way, they only make my gameplay worse by making FPS bad. People dueling do make the game more lively but in other hand it also happens in places where it should be prohibited and gurads should intervene. They also make FPS worse by using flashy abilities.
People who play immersively do contribute to game feeling alive but people who just run through everything with sprint glued down do not.
Tamriel is not a modern city, it is not expected to have a big population of people outside cities. Cities feel good being big and populated, nut again, because the game engine cant hold it steady, the FPS drops again and big cities are just bad to play.
Regardless of my personal opinion abut population size and whatnot. This engine (Hero engine) is notorious of being bad in handling large groups and largely player populated areas, therefore to fix multiple issues, the number of people allowed to be on one instance, needs to be reduced greatly.
