As Durzo said; MS and Sony have a verification process for any updates/content that a developer wants to put on their services. In order to make sure that that new update/content wont break LIVE/PSN or contain damaging content to the games, they take two weeks to crawl over and verify that the new stuff won't do anything bad.
So, Consoles get a two week wait before content becomes available.
It generally applies to all updates, but there are exceptions. But for updates like Homestead and Morrowind; or game adjustment updates like the (fairly) regular balance updates and tweaks, then those still go through the whole verification process.

A dev spoke up about this around the time No Man's Sky was released and it has nothing to do with whether or not the patch breaks the game. Hell, we've seen some poor initial released content from Bethesda themselves to know this is correct. The Pitt on the 360 was a shambles. The other stand out one was the return to Ostegar (sp) we got on the 360 for Dragon Age.

FYI- I have every NES and PS console there is. Im not a console hater. I'm a *Do it our way* hater. Sony and MS can bite me.
Because console players typically tend to be younger and poorer and therefore more likely to collect benefits and other handouts at the beginning of the week so ZOS are helping motivate them by forcing them offline later in the week. In contrast, PC players tend to be older and in a better financial situation so a Monday patch during working hours affects them less than it would towards the end of the week where they'd tend to take their flexible working from home days.
If you read my later post, I address this as well. They are suggesting that the console verification process DOES NOT check for game breaks. On console the game has been broken a few times. Broken in terms of being literally unplayable in part or in full
-they are also correct on the documentation part but not correct on Xbox live threats
