RIP healing sets, which were barely used to begin with.
This is what happens when people complain about proc sets without specifying which sets.
This is what happens when developers take the lazy route and do blanket nerfs without listening to what people gripe about specifically.

Make all sets behave the same way and then the devs can correct the under-performing sets with increased values.0
