Werewolves and Vampires aren't preexisting Races that you can transform into. They exist only because Mortals transform into those forms via curse or infection.
Daedra are preexisting Races native to the realms of Oblivion. It's different.
Not to mention anyone, regardless of race, gender, or class can choose either Vampirism or Lycanthropy. Your idea restricts player choice depending on Class.

I never even mentioned balance or PvP - so please stop accusing me of stuff I haven't done.
I was thinking of it primarily from an RP and Lore point of view.
In Lore both Vampirism and Lycanthropy have significant associated weaknesses in all cultures where they are attested, and in the game those flaws simply do not exist.
Put them back in and fewer people will play Vamps and WW and so there will be no need for another "world class" to counterbalance the numbers.
