High elf is the best for magicka setups, But for magicka dragonknight dunmer is better, for stamina the best choices are redguard for damage and sustain and khajiit for pure dps.
As your indescive, I would recommend that you play a different game. . This game is all about making descisions. And if you can't make a basic one like selecting a race, then you probably won't fare well as you progress through the main story line.

I think Argonian is the best middle ground since all his bonuses work for both stamina and magika with the exception of the negligible 3% max magika.
Potion passive is great for all roles
9% health and poison/disease resist is great for all roles
5%healing done is great for solo play and healing, 5% healing received is great for solo play and tanking and in general both will be useful in most cases.
Argonians make amazing tanks/healers and can do fine with DPS
