Imperials are the most "well rounded" and if you have the option to make one you can choose any faction. Also thEy make great crafters because you don't have to find/buy the Imperial motif.
Pick whatever is the cutest, you'll be soloing so much of this game you'll want to stare at something YOU like.
If you wanna perform at the highest levels race does matter, and a lot. High elf gives you about 4 to 5 k more magicka, to put it in comparison it's 400 to 500 spell damage, judge for yourself. i can reach 47 k magicka with mag nb or sorc, with a non optimized build i would probably reach 42-43 k
But if he chose high elf or dunmer he barely gets any useful bonuses for stamina builds, so for an indecisive player Argonian is the only race that has passives that help in all roles
Then i suggest making 1 purely for stam and 1 purely for magicka0
