I give a **** BECAUSE, 1) It's an interesting development 2) It's scandalous and everyone loves a scandal 3) I'm not saying I'm opposed to it even though I suggested that those who run brothels be subject to Justice system stuff 4) It makes the game more interesting
Prostitution in any form is solidly in historical context a serious criminal act... unless performed in holy temples so the gods get their cut.

Almost took a screenshot, but decided against it.
Was on the Gold Coat and someone with a name kinda of like "Magic Mike" was advertising for his brothel guild called something close to "Diamond Daggers." He was looking for guild recruits and or customers for his large house that will no doubt be full of scantily clad digital people doing the Divines know what.
Anyway, this is more evidence of why we need a second part of the Justice system so we can form groups and break up these brothel rings.
ALSO: The scuttlebutt is that the reason they made the character limits for housing the way they are is because of the performance issues for the lowest specced PCs/Consoles so that if all 24 people decided to pair off and have 12 separate duel at the same time, the performance wouldn't suffer.

That's weird because performance can suffer in a subzone from 2 people dueling - at least right when you enter it. The little apartments aren't even big enough to have a duel - or even move the camera around without getting dizzy.
So how do I join the guild where I watch nekkid men dance?
Even though I want to be able to slam down the BanHammer on this kind of behavior, I also then realize that, really, what can these people actually do in this game? Stand there without anything equipped, do the Bosmer Dance emote and or talk vulgar in chat (which everyone already does anyway)?
If I wanted to look at a digital female in her underwear I'd just unequip my own armor. Which I've already done. Numerous times. For free.
Unfortunately, a lot more than that can go on in game, just think of "sexting" or get creative with how you do some of the emotes, then there are other suggestive costumes. As a RP'er in the game we know the inns where certain "circles" of players ERP. Also if you go to Rwalka, not only is it a bustling hub of trade, but it's also a bustling hub of prostitution.

Why go back to the Romans? Prostitution is an important part of how women gained financial freedom and political power in the western US during the 1800s, enough so that Wyoming was the first state to allow women to vote.
Yet the Equality State has a Buffalo Bill Cody popularized cowboy on the back of its quarter, instead of a brothel madame. Funny isn't it, how history can be rewritten if you can just scrub it from grade school textbooks...

Brothels should have been included in ESO always. Its just stupid to think prostitutes didnt exist in Tamriel. This is something what ES-series should learn from Witcher and Game of Thrones, imho.
