Could you provide an example of where user input in ESO has changed anything? I'm pretty down these last few weeks about this game and would really love a pick-me-up about the game right now.

Single player games are pop and it's done - no community input changes anything. TESO feels alive and growing. It will be around after people have retired their single players. Consoles break (because we cannot get in them to clean the dust out - they did that on purpose). OS's upgrade and drivers go obsolete. But a living mmo counters obstacles and keeps trucking like a Mad Max movie.
This voting is purely based on the advertisement of the game which ZOS does all the time. Just look at the spam on social networks. They post every day about update that's due in 4 months!
