Honestly, if people running a normal dungeon won't give the tank the chance to pull the first boss, then they are the ones who have a problem.
The 15 minute penalty applies from the time you port into the dungeon. Might as well use those 15 minutes to start the run and see how it goes. If it's really terrible, they can leave.
And I've run nWGT with a tank in their 40s and two DPS who had never been there and it was fine. Took a little longer to take down the Planar Inhibitor, but once they got the hang of it, we went through with no problems.

Look, you can blame the people all day long but this won't improve current state. Right now, I tell you from own experience, most of "veterans" groups cry when see low level tank or heal joining the dungeon. But both of these roles can manage without any problem on lvl 10 in these dungeons.
What I ask is alil respect, I don't want to see cp100 crying "ooooh wtf is that lowbie we won't pass the dungeon". If you show him that my actual cp is 450 it will take legitimacy to cry about low level.

I disagree.
It would be better (and easier) to simply hide your level. That way they would have a harder time prejudging you in the first place.
I believe less information (not more) is the solution to many of the biases being inflicted on players who use the group finder. That way players will have to react to the player's actual playing instead of just the numbers next to their level or CP values.

But what if the tank really is a level 45 tank with no CP? Why should they not be shown respect at least until they show they have no clue what they are doing?
If people just spent their 15-minute cooldown trying to run the dungeon rather than just dropping out, they would have a far easier time completing dungeons and we would all have fewer complaints.

I can count how many times I'm on my light armor sorc or my glass cannon nightblade and everyone stands there expecting me to aggro the boss because I'm highest CP.
