Malabal Tor, visual bug with trees

In Malabal Tor facing SE from Ilayas Ruins Wayshrine , the trees in the distance are not drawing correctly and this in more evident when looking up.
(in fact this is happening in multiple directions, and locations, but most noticeable in the SE)

Is this an issue only with me or is this a known issue?

Been that way for me since Orsinium, apparently they are not interested in fixing it.

PS4 NA - I see this in the area outside Old Orsinium, where trees seem to "split" when you look up/around. Interestingly, not all my characters experience this though.
