Hosted events yes, but I disagree on broadcasting their disciplinary acts. I play to have fun, not watch degenerates get into trouble.

I say no, simply because you can choose not to host any event in the first place like how it is in-game on this very minute I'm typing and that would not be imposing on anyone at all.

Most GM's won't use there GM account when in game unless taking a serious issue serious "Moving everyone to a different zone" first hour of the game's launch, people got stuck in the starting building.
or using /server to talk.
other then that, they are incognito playing on a different account's so they don't get bothered.

So you want people that are already probably actively monitoring the game to make it clear they are there like game prison guards or something?

those types of things is what is proper and no one knew what happened. i believe that has been zenimax's stand since launch and i support it to the fullest. and i hope it never changes.
