Outside of the Crown store decorations costing more than 1 gold on pts, this has always been the case. I expect we won't know until release day

They did.
Many of the furnishings in the crown store can be bought from NPC merchants in-game (definitely basic things like crates, rocks, trees, barrels etc.) and a lot of them are less than 200g. Some are in weird places - I seem to remember the merchant in the Hollow City was selling mainly crates and crate lids. But they are there.
I think they mainly put all that stuff on the crown store because why wouldn't they? If someone wants to pay real-money for things they can get in-game relatively cheaply I can't see ZOS objecting. That and convenience. If you're decorating and you realise you need one extra crate, or rock or spoon or whatever your options are to leave your house and hunt around NPC merchants dotted all over the world to find the one who sells it, or search guild traders, or pay "just" 50c to get it right now without even leaving the decorating menu.
