set bonus not working?

the 5piece set bonus of hist sap doesnt do anything when your immobilized, snared or any kind of cc. What is this set meant to proc on?Cause I spent ages grinding this set for the best traited ones and this set doesn't even work for me. Anybody else have this problem?
