Target Skeleton Only Usable by Owner?

Our guild leader built and placed a target skeleton in a test guild manor, but when I visited, I was not able to fight it. Most of my skills were grayed out, and I couldn't heavy or light attack.
I was able to do "Wall of Elements"- and could see a little 'dizzy' animation above its head (so I'm pretty sure it wasn't a troll skeleton).
Is it intended that visitors can't use the target skeleton in someone else's home? If so, this is a major disappointment for guilds and groups of friends who were planning on pooling resources.

I was able to select and move the skeleton in the editor, so I think I have max perms.0
