Can we actually Balance proc sets?

@ZOS_GinaBruno @ZOS_JessicaFolsom @ZOS_RichLambert can we actually balance proc sets for PVP nothing in the Patch notes address anyone issues with proc set,which is the ability for them to stack.Making them no longer able to crit doesn't fix the issue in pvp at all the problems are still their.Is it possible to just add a GCD to proc sets that why they can no longer be stacked or make all of them DOTS.

    Gcd or rest of rest suggestions are just overkill to procsets.

    Dot is nice change but as soon as enemy slotted purge from alliance skillline - proc sets will completely stop working in pvp at all. Making dot unpurgable is too casual, we have too much casuality in game laready and it making it only worse.

    Ill be fine with that change it gives people reason to slot purge.Personally I would be fine with them not working in PVP at all I'll rather all damaged based proc sets no longer work but hey at least if you make them dots their counter play to proc sets because right now its just play a tank and not worry about them.

    SO proc sets are still really broken lets fix them by adding a GCD.
