You two both seem to be referring to group dungeons. I'm more thinking in the context of the open world content. For example, if we're running around Daggerfall and doing quests and fighting mobs how will the enemies be of a proper level for us both to gain EXP? I assume they will either scale to my high level which will mean my lower level friend will be at a disadvantage, or they will level to his low level character, whereby I won't get any EXP.
