If your goal is just tank and make a little of dps, you are focusing to much on health, you dont actually need more than 30K. From that point i would go full stamina to get more block and cast more skills.
I would drop Ogrum Scales, health recovery sucks right now, and i dont recomend a set bonus that depends on you having low hp, the point of your build should be avoid getting to that point.
I recomend you to put a crafted set instead, Armor Master or Tavas Favor are awesomes options.
With that idea i would drop Tremorscale, you can CC the mobs with a skill like eruption, and put maybe Skoria o Bloodspawn in that place, Engine Guardian its cool too. I feel that Tremorscale its more a PVP set.
Why are you only using 1 bar? are you low lvl or do you use the second bar for dps?
Anyway, an idea of skills in the main bar you should put:
Taunt - Punture
Damage/Debuff - Heroic Slash or Poison Claw
CC - Talons are awesome!
Shield - Igneous shield rocks, its give you stamina back, gives you major mending to get more heal and a shield.
Heal - Vigor or Dragon Blood whatever you like more.
For second bar:
Range Taunt - Inner fire
CC - Chains
AOE - Ash Cloud
Buff - Shuffle (Evasion)
Buff - Defensive Posture (Block Reduction)

You get Dragon in Eastmarch and you get Alkosh in the 12 man trial Maw of Lorkhaj, normal or veteran.
Now I just reread your post to try and give more info since it does seem like you want to go PvE. Green Dragon Blood is wasted on a tank. You don't have any stamina regen when you are blocking so its a useless stat for a tank to have, better way is to use magicka recovery to boost the amount of times you can use Earthen Heart abilities to proc the Helping Hand passive that gives back 5% stamina upon use of an Earthen Heart ability.
I would also highly recommend that you get Absorb Magic on both of your bars, the extra damage mitigation and block cost reduction from simply having it slotted is invaluable, as well its important to have if you ever want to try tanking Veteran Maw of Lorkhaj, also good for healing yourself against Magicka users.
Another really important skill that you haven't listed is Heroic Slash, the Minor Heroism you get from keeping it active will help significantly when it comes to getting Ultimate back quickly and as a tank you want to be doing Aggressive Warhorn when ever you can, or well in the proper rotation in a well created Raid but you get the drift, same reason why Dragon is such a great set to use.
Oh and you want to try and aim for a bit lower HP, A good Tank has a bit over 30k in most cases, I would say slightly more for Veteran Hel Ra Citadel Hardmode but that will come much later in your Tanking Career. A good way to go is to use 8 Tri Stat Glyphs on your armor pieces and shield as well as using the tri stat food. After all that you can then decide how many attributes you need into Health and you stop putting points when you reach your intended target, all other points should be used into Stamina to increase your Max stats so that your Stamina becomes easier to manage. You will get more at the start of a fight to use as well that Shards and Synergies and Earthen Heart abilities will give more Stamina back since they are based on your Max Stat. 25% for shards, 4% for Synergies and 5% for Earthen Heart.
Oh and don't worry about Igneous Weapons. Most DPS's worth their name is running those buffs one way or another anyway and if I remember right using it can sometimes bug it out causing them to lower their DPS instead.
