good change but I wouldnt go as far to say skill will having a meaning. This game is far from being balanced and revolves around spamming 1 or 2 abilities. I miss the days of counter abilities and comboes. I think thats why most of us have given up at this point and just haning in there with Cyrodiil while we wait for Camelot Unchained1 -

✭✭✭✭✭it's a little step in the right direction for both PVE and PVP, but I still think more is needed re: proc sets - people are entirely too reliant on them
Good news is Rich said this was just a small look at information and that there's much more going on. We can't really accurately assess how U13 will play out with out the information we'll get later.

✭✭✭✭✭I am happy too . This will effect gankers more then anything but it probably won't be enough with sets still double procing . At least it is something to steer away from the one shot builds .1 -
SnubbS✭✭✭✭✭Based off what we've heard so far -- this hurts the 1vX StamDK Viper/Tremor build that I play a lot more than it hurts the Oneburst from stealth NBs that make me rage into playing the Viper/Tremor build lol.
On my Magblade with 22k health, I get hit by a 9k Incap 6k Viper (if it crits) 8k Veli (If it crits) & 6-7K Heavy Attack. That's more damage than I have health, and that hits at the same time. So we reduce that 6k Viper to a 4k Viper, and reduce that 8k Veli to a 6k -- ehhhhh, I'm still one-bursted.
I would keep the current nerf -- but I would also make proc sets no longer recieve dmg buffs from Minor Berzerk & the incap dmg increase.0 -

✭I actually dont like the way they did it. Proc stacking will still be a thing. Viper-Veli-Widdow will still give you over 10k of free burst, which was the main issue with them, multiple procs at the same time. On the other hand some builds that dont have burst capabilities in them, like my mag Templar, really needed that Soria burst to finish off a heavier target and that to gets nerfed, unjustly imo. Adding a Global Cool Down on proc sets would be the best way to go. It wouldnt make any difference to PvE and ppl that use only 1 proc set (which is fine as it is now imo), but will punish multiple proc set wearers which are the problem. I would put GCD on 4-5 sec.0 -

for real though. I mean so many people complain about how easy PvE is.. now they're complaining about how hard it will be!!
proc sets are a huge crutch0
