I searched some gears and there seems to be no gear with the cloak garment.
It is curious thing: Why it is not exists? Is it due to higher memory consumption?

✭✭✭✭✭It's a problem with Cyrodiil as I recall. If you look at some of the very early screenshots in alpha there were cloaks or capes, but those got dropped long before launch.
You can ask one of the beta testers, if you want more information.1 -

✭✭✭✭One of the reasons is due to engine constraints.
