The timer also seems to count down even when you're not on the character it's applied to. I still had some time left on a side toon when I logged out to switch to a different character, then when I came back the buff was gone.

Out of curiosity, I just headed out to try to test this (PC NA) because all week I have "felt" that I wasn't leveling as quickly as expected with the buff. I've never personally looked close enough to see if the XP portion is dropping off.
However I didn't get far in testing because I noticed something even more odd:
1. Killed a mob without the brew buff. The XP = 245
2. drank buff while no buff was present
3. Killed same mob with the brew buff on. The XP = 384
4. Did the math: 384 / 245 = 1.567
5. Killed a few more to verify and yup, only getting 384 per kill.
How is this even remotely equal to 100% experience gain? Shouldn't it be 490 XP? 100% gain does mean double XP right?
Also,. just a personal note: It's rather annoying that this buff doesn't persist while logged off. All other xp increase buffs seem to.

100% of the base experience, as I recall. Not 100% of the current XP. Are you sure that 245 is the base XP, with no other XP boosts or increases, from any source?
There is definitely a bug where if you drink the xp buff again while it is still active it cancels the xp component. Was able to replicate it on my a new toon without too much of an issue. And for those having the same issue just click the buff off your character sheet before re drinking the keg.
And it's not just a UI bug, tested the actual xp gains.

Yes, it's so that the XP buff can't persist past the end of the event. With the Witches Festival buff, if you logged off after getting it, it was still there when you next logged in even if the event was over. Yes, it's so that the XP buff can't persist past the end of the event. With the Witches Festival buff, if you logged off after getting it, it was still there when you next logged in even if the event was over. I can understand that you don't want that to happen, but there oughta be a way for ZOS to turn the buff off globally at the end of the festival, so that even if a person still had some time left over, it was negated the next time the character logged in after the festival. After all, it seems to be turning off easily enough when you re-drink from the keg without turning it off first from the character screen.
