Selling them for AP with the current system IMO would be a very bad thing. Something like these would need to be tied to winning campaigns and playing objectively. Last thing Cyro needs is more reason to farm AP.
^I'm not against selling them for AP, but I think before ZOS does that they'd need to make some changes to how AP is gained.

- Adds base damage, also empowers your next attack after successfully landing a Dizzying Swing.
1H Sword/Mace
- Adds base damage, activating a Puncture ability provides immovability for 1 second..
1H Axe/Dagger
- Adds base damage, Increases the benefits of Twin Blade and Blunt by 1.5 X's..
Destruction Staff
- Adds base damage, Elemental Storm and it's morphs when activated, obliterates all living things in Cyrodiil. (So no change)
Destruction Staff (no troll)
- Adds base damage, activating a Force Shock ability empowers your next heavy attack.
Restoration Staff
- Adds spell critical, Steadfast Ward and it's morphs now give 1 extra ward. 8-)
Bow
- Adds base damage, duration of Hasty Retreat is doubled.
Shield
- Adds resistance, Defensive Posture and it's morphs can now absorb/reflect 1 additional projectile.
Bacardi and Cola, do it.

Meh.
No matter how they make them available, the same people that farm AP are going to get them the quickest anyway. At least this way it's a concrete goal for people to work towards, and not an RNG nightmare.

So the maul makes dizzying swing back into the old wrecking blow. There would be a lot of QQ about this one.
The destroy one. Shouldn't the heavy attack empower the force shock?
S&b would be way too OP. at that point, no need to use immovable pots, constant dps, cc immunity, pretty sure you can block cast it, tremorscale build gonna be even more effective.
The other ones are pretty balanced but the s&b one is the one that would be the most op Imo. I know it's not a serious thread so don't take this as me bursting your creative bubble. I'm just giving my opinion.

Different discussion, but there's been a lot of suggestions for braindead ZOS to make the AP system a healthier balance between farmers and people who are playing the objectives. Which is what I was referring to in my reply.

I was just trying to think of stuff/effects that people actually do or use in PvP. Maelstrom 2H already has a unique ability for Crit Rush so I was thinking something for Dizzying, and Force Shock is the most common PvP destro ability so I threw that out there. Like I mentioned, this was all just random thoughts, which are wide open to criticism.
