✭✭Can these race specific quests be done at any level? Because I have a few Imperials, a couple of Bosmer and Dunmer and one Breton. So I may have to broaden my horizons a little and create some new characters using the other races if i want to complete the achievements lol.
Any of the quests can be done by characters of any race. It's cross-cultural.
You'll actually need to do every quest on any character that you want to get the achievement.

Zadarri, Khajiit Fist of Thalmor: The thing was done, as commanded.
Durza gra-Maghul, Orc blacksmith: The thing was done perfectly, in the most efficient way.
Tegwen, Bosmer troublemaker: You can't prove I didn't do the thing.
Sings-Many-Songs, Argonian fisher: Sure, I'll do the thing... Eventually. Maybe.
Aerindel, Altmer stormcaller: After extensive research, I've come to the conclusion that doing the thing would be a waste of resources.
Liliel, Dunmer pyromancer: Aerindel said I shouldn't do the thing. Something about "resources".
Gyda Snowcaller, Nord cryomancer: I will find a way to do it that won't waste resources and make Aerindel proud of me.
Beatrice Leoriane, Breton vampire: I persuaded someone else into doing the thing. You are welcome, dear.
Sahima, Redguard performer: Doing the thing sounds awfully unpleasant and really not my problem.
Ellaria Valerius, Imperial priestess: I'll pray to the Eight for the thing to be done, if it is Their will.1 -

We're wrapping up an exciting year in Tamriel by celebrating the New Life Festival! This event is filled with quests that take you across different zones, and you have a chance to obtain fun and festive rewards.
The New Life Festival kicks off this Thursday, December 15 at 10:00am EST. Before you can partake in the festivities, you'll need to track down Breda outside Windhelm for your first quest simply titled “The New Life Festival." Once you complete her requests, you'll have the opportunity to complete up to nine different daily quests, each themed for Tamriel's different races and located in their respective zones. These include:
Castle Charm Challenge (Breton)
Fish Boon Feast (Argonian)
Lava Foot Stomp (Dunmer)
Mud Ball Merriment (Bosmer)
Signal Fire Sprint (Redguard)
Snow Bear Plunge (Nord)
Stonetooth Bash (Orc)
The Trial of Five-Clawed Guile (Khajiit)
War Orphan's Sojourn (Altmer)
Upon completion of each quest, you'll be given a New Life Gift Box which contains a random assortment of New Life Festival-themed goodies. Each New Life Gift Box will always contain:
A random crafting material (Provisioning ingredient, Alchemy reagent, or Health glyph)
A consumable version of a New Life-themed Memento
A Skinchanger style item (Wolfsbane Incense)
In addition, you will also receive one of the following:
A Skinchanger Motif chapter
A New Life recipe of either green, blue or gold-quality
A special New Life Collectible
Mud Ball Pouch (Memento)
Nordic Bather's Towel (Costume)
Colovian Filigreed Hood (Hat)
Colovian Fur Hood (Hat)
If you're able to complete all the quests that Breda has for you, you'll receive a special new dye – New Life Cerulean – and the New Life Celebrant achievement. Completing all the New Life-related achievements will grant the “Magnanimous" title as well! Be sure and complete each quest before the New Life Festival concludes on Wednesday, January 4 at 10am EST.
Don't forget that in tandem with the New Life Festival, we also have several Crown Store items available to get your character in the holiday spirit! Check out our latest Crown Store Showcase for the exact dates each item will be available to purchase.

First off, thank you for posting this details. Similar to the Witch Festival, I'm for just being able to do new/different quests and getting double XP, rather than the reward drops. So, for this one, again, yesss.. double XP!! However, expect another frenzy and items/motifs being listed for sale at ridiculously high prices and players actually willing to shell out those high prices to get those. Haaa!0 -

Look up the Roman Sol Invictus (Sun god) - he was celebrated on December 25th. It is generally thought that the Christians took this pagan holiday for their own (although there is of course some disagreement among scholars).

Characters of any level can do the event. You might need to do some traveling to different maps to find each quest location if they are in areas you haven't visited yet. I am curious about this too. I wonder if the keg is a momento that we can call to our current location (anywhere in Tamriel) or if we have to travel to a specific area- within a specific zone- (talk about super lag) in order to be granted the double experience buff.
If I remember correctly, the article's language made it sound as if you have to travel to the quest giver in order to access the keg.14 AD Characters all 730CP+ (more info coming soon)

You can drink the +100% xp brew from Breda's tent in Eastmarch (just north of Kynesgrove wayshrine), without needing to do any quests. However, yes, you have to return every time it wears off after 2 hours.0 -
My New Life Festival is broken.
Played it yesterday did not do a few things.
Some items became unavailable after completing one section
Had some fish to get fishing holes went back got achievement.
Had some other tasks to do.
Breda NPC will not give me any more quests.
Came back today No quests for my main NPC.
Please advise what is going on and how to fix.
By the way logging out, and reloadui don't work.
