Some days ago, I queued on the group finder as a healer. I ended up on a group that was on the last boss of veteran Crypt of Hearts I with three CP30-90 guys who were trying to complete their first veteran dungeon (I'm CP780 by the way). Total group damage according to Combat Metrics was 17k, of which 7k were mine as healer. We completed it after a 15min long fight.
You have no idea how happy they were! And so was I, happy to help. There was no need to kick anyone for low CP or dps.
I have however, vote kicked people from groups for being pure *** and wanting to kick the lowbie in the group before even starting the dungeon, people just like yourself.

This. I've been soloing vet dungeons since I was ~ 300CP so if he can't handle a normal dungeon with other players(good or bad) then it's definitely a learn to play issue on his part.Wow man, sounds like a L2P issue on your part. If you cant solo a normal dungeon by now, let alone handle it alongside helping some L25 guys (who prob have 561CP just on a new toon) then you need to get better.

Or how about you just leave. If you have a problem, you leave. Don't be a phallic body part about it.

Yes, I usually leave if I can't kick the lowbie. Compared with wasting hours with lowbies, 15 mins wait is not a big deal.
does the grouping tool not put people of the same level together?

No mercy!!! Trust me, no mercy, if you are soft, finally no one will appreciate you , the only thing you get is hurt yourself.
Share a story happened last week. I ran vet random dungeon to get some XP and rewards. I got darkshade cavern 2. The crown tank and one dps(both CP200+)were in dungeon, me healer and the other DPS CP400+ were outside. I felt not good, because, based on my experience, at 90% chance it is a typical [Snip] group.
After I jumped in, I found the crown tank and CP200+ DPS were stuck in final boss engine guardian. Obviously, they know each other cuz they were chatting, loudly and noisy. Then, I can be sure 99% it is a [Snip] group. Here I want to share another rule - noisy group are usually [Snip] group. However, I still decided to have a try because we were at finally boss already, easy XP is always very tempting.
Fact proved it was my another horrible dungeon experience. The CP200- DPS' damage number was very low so we couldn't kill the boss fast, and kill the adds asap. The most annoying thing was the tank always melee attack engine guardian. I and CP400+ DPS asked them kill adds, and dont melee attack, none of them listen and follow. The tank said his dps is low, so he has to do melee attack. Very ridiculous, I don't understand! Finally, I didn't easy XP, I got another sucky boss fight. We took almost 30 mins, and 1 time wipe.

We were trying to do vet Selene's a few days ago... we persisted with a Sorc "tank" until the last boss but then kicked him after the third wipe. The next "tank" left before he ported into the dungeon. The third (or possibly fourth) had S&B and a taunt, and we completed it easily on HM.
THAT should be the only reason to kick - if you can't do the role you've queued for. As noted by others, if a group member is pulling their weight it shouldn't matter what their CP is.
