Pretty sure Viper is turning into a DoT next patch, so it'll deal its damage over 4-8 seconds. Fengrush mentioned it as well as a few others.
In other words, typical ZOS-style balancing.
Instead of balancing stuff they either overbuff it (Dark Brotherhood - Viper proc damage buffed by 500%)
OR
Nerf it into the ground (becomes a DoT = almost worthless)

Not all players running proc sets are bad players. There is a majority of the players that run that set that will look for the next fotm set as this is the only way they have a chance to win fights.

This isn´t confirmed, just theory and speculations so far (regarding the viper set).
And exposed??? OP pls, viper isn´t even an issue tbh (maybe a bit over the top with the damage but nothing broken)

They won't have the burst damage from Viper anymore. So I look forward to them.

Those players will survive the nerf with no problem. Theres going to be an astonishing amount of players who won't be able to keep up after the nerf.
No there will always be a set everyone flocks to that hits hard. People will still die and then get back on the forums complaining about the "next op thing" instead of just adapting or changing builds and play styles.
