"Might of the Guild" Question

The "Might of the Guild" passive for Mage's skill line says that the damage of your next "attack" is Empowered within 5 seconds.
So if I run this rotation within 5 seconds:
1) Structured Entropy (to get Empower)
2) Shadowy Disguise
3) Concealed Weapon
Will the Empower buff work on Concealed Weapon? Or will the casting of Shadowy Disguise ruin the Empower? I ask because I'm wondering if Shadowy Disguise counts as an "attack."

✭✭✭✭✭There's some internal weirdness with Shadowy Disguise (and a lot of other utility powers) where the game considers them attacks. If you try to use them with "prevent attacking innocents" turned on, while your cursor is over a friendly NPC, you'll get a warning, and the ability won't fire.
