Do they stack on duel weld weapons or is only one needed?

    Not only do they not stack, if you have identical Enchants on both weapons, one will never Proc. The Off Hand Weapon Enchant will never ever proc.

    You need different enchants on each weapon. Even then, the off hand weapon will not proc as often so have the weapon with the more preferred enchant on your main hand. Which would be the Right Hand in this game.

    OK, so I have looked this up probably 10 times since the start of the game so I decided to go ahead and to some testing to see how these things work with Dual Wield.

    First off, like you say, if you use two enchants of the same type on both weapon, I belive those two enchants share the same cooldown (around 6-7 seconds). When using two weapons both with Spell Power enchant on them my Spell Power only went up once every 6-7 seconds constantly, and consistently dropped back down to normal levels every 5 seconds. So there was always a 2 second or so delay after it dropped down to when it would go back up again. This is the same as if you only equipped one weapon.

    Secondly, I then equipped a second weapon with a fiery enchant (in off-hand slot). I attacked until I got the Spell Damage proc, then stopped until Spell Damaged dropped down to normal levels. I then waited a couple seconds and would repeat. I did this a total of 11 times (it took around 1:30).

    I went into the combat log to see how many times the fiery weapon enchant procced, expecting a largely reduced amount of procs compared to the main hand Spell Damage proc and was surprised to find that "fiery weapon" actually hit exactly 11 times as well.

    I can't tell if they both proc at the exact same time, but it would appear that they do not share a cooldown and the off-hand weapon seems to proc at the same rate as the main hand weapon.

    Feel free to repeat this test and post results as well.

    I don't think most people are going to wait for the cool down before attacking again. I think if you wait for the cool down, your going to get the off hand proc a lot more often. How I base my results is over time, when my DW Character needs to charge his main weapon enchant, I look at the off hand one and see how little the bar has moved. It is usually less than 20% or so, typically around 5%. This is a more realistic output as it is based on actual combat.

    I will say that on the character that I run DW with, I tend to not use Heavy or Light Attacks which will proc the off hand more often. I think there is one DW Skill that procs the off hand, Twin Slashes, but I rarely use that skill. So, my off hand results maybe a bit skewed, but then again, do people use Light and Heavy attacks with DW? I honestly don't know, but it just feels weird to me to do them on my DW. But I only run one Stam Character, so there is that.

    I guess perspective is important.

    As a melee Templar I use the fast Dual Wield light attack all the time to proc the Spell Damage enchant. Maybe not so strangely my weapons seem to run out of charge at around the same time.

    As a Stamina character I would weave in light attacks all the time.

    edit: Another quick test. Rapid light attacking, no breaking or stopping for anything for 55 seconds against a Storm Atro in Craglorn. Spell damage enchant (main hand) = 6 procs, Fiery Weapon proc (off hand) = 11 procs.

    That's 17 procs in 55 seconds, or a proc every 3 seconds. Interesting.

    But the damage proc like poison and disease can both proc at the same.

    Yah it would seem so.

    Different enchants seem to have completely separate cooldowns and seem to proc at the same rate for off-hand and main-hand.
