Not only do they not stack, if you have identical Enchants on both weapons, one will never Proc. The Off Hand Weapon Enchant will never ever proc.
You need different enchants on each weapon. Even then, the off hand weapon will not proc as often so have the weapon with the more preferred enchant on your main hand. Which would be the Right Hand in this game.
Secondly, I then equipped a second weapon with a fiery enchant (in off-hand slot). I attacked until I got the Spell Damage proc, then stopped until Spell Damaged dropped down to normal levels. I then waited a couple seconds and would repeat. I did this a total of 11 times (it took around 1:30).

I don't think most people are going to wait for the cool down before attacking again. I think if you wait for the cool down, your going to get the off hand proc a lot more often. How I base my results is over time, when my DW Character needs to charge his main weapon enchant, I look at the off hand one and see how little the bar has moved. It is usually less than 20% or so, typically around 5%. This is a more realistic output as it is based on actual combat.
I will say that on the character that I run DW with, I tend to not use Heavy or Light Attacks which will proc the off hand more often. I think there is one DW Skill that procs the off hand, Twin Slashes, but I rarely use that skill. So, my off hand results maybe a bit skewed, but then again, do people use Light and Heavy attacks with DW? I honestly don't know, but it just feels weird to me to do them on my DW. But I only run one Stam Character, so there is that.
