Because of this, seeing dragons as regular overworld encounters would go against the lore (and it should stay to just Skyrim)

Do a google search for "Imperial Library". You might want to open another window with a dictionary to help you with the big words first, just in case. Read the lore they've built up over the span of the single player games. Read the history, the travel books, the biographies, the in-game background information.

Dragons and their priests ruled men and mer before, for a very long time. Bringing back the dragons would be a bad idea.
