As a moderator of another popular Forum, I can tell you the last thing you ever want to do is get into a public discussion of an action taken, or not, against another member.
Does not start out well, will not go well, and will not end well. You will have advocates or defenders of the accused, no matter what they did, you will have friends of the accused coming down on both sides of the issue, you will have prosecution and persecution of the accused, you will have others brought into the mix with "what about them and what they did?". Then you will have people that see the line you drew in the sand about what is allowed and not and they will dance all over that line, jumping to either side as they try to push the limits.
With Bots in the game, about the only thing you can do is go see if they are still there. If they are not, something was done, if they are, something was not done. What was done or not, and why, well, just remember, the two things you never want to see are sausages being made and fragile packages being shipped. Both processes will just scare you and give you nightmares and make you seriously question why you tried. You can add moderating of a gamer to that mix.

umm ... what is bad about seeing sausages being made?
In another game I played if you were online when you were banned an NPC would appear and 'kill' you with a very obvious animation.
Something like that could be a good compromise because it made it clear people were getting banned (especially because this animation wasn't used anywhere else so if you saw it you knew what had happened) but the persons name plate disappeared and they became unselectable as soon as it started so there was no 'naming and shaming' going on. (Unless you somehow knew in advance it was going to happen, but as far as I know that only happened once when someone deliberately sacrificed a spare account in order to film the banning.)

I guess I'm no longer obligated to report hackers and cheaters in this game, is that right? Good to know so that my time wont be wasted reporting cheaters and botters in this game... I'll just grab my bucket of popcorn, and watch frustrated players complain on this forum about how theirs so many cheaters and botters

So ZOSWhy won't you inform me of the results of your investigation? Perhaps my observation was wrong, and that I wand up reporting an innocent player? How can I learn from my potential mistakes if you won't let me through your guidance from the outcome of your investigation? You mention in the email that it's to protect the privacy of the individual... well the very moment that I filed up a report I became apart of it, and therefor I think I have the right to know the results from the outcome of your investigation.

Dhuum came out of the ground and killed you with his reaper's sickle. It was awesome to see it happen.
It also sent a strong message to people not to exploit in the game.
It would be awesome to have a huge Molag Bal come out of the ground and stomp a bot it would be banned.
However ZoS is not obligated to tell anyone anything.
