Unless you are playing really badly there should be more than enough gold coming in to cover gear repair costs. If you are just starting out, replace your gear with stuff you pick up along the way rather than repair it.
If you are spending all of your gold on food and potions, the solution could be to level alchemy and provisioning so you can make your own, then you might have more money for repairs.
Doing daily writs, dungeons and undaunted pledges will also bring in gold and other items you can sell for gold, even if only selling to NPC vendors. Daily writs will also bring in repair kits.

If you are having trouble repairing armor, then there's a few reasons:
1. You are dieing too much and are in constant need of repair.
2. You aren't making any money because myself it costs like 2k to repair all gold and that's not much money for how long it lasts.
3. You aren't doing your crafting writs to get repair kits.
If you are only repairing your armor by using repair kits, I suggest only using them when you need an emergency repair "in the field". Otherwise go to any merchant who will repair your armor based on the missing armor value.
I think the cheapest way is to do writs - with the chance of the gold temper and the other goodies you'll generally break even, if you don't make anything.
Other than that, yes the cheapest place to get them in via guild stores, buying them from the merchants is more spendy.
Also, I personally only use repair kits if I'm in the middle of something, generally I'll go to a merchant to repair.
Do writs and before long up well have a stockpile. Also get in habit of repairing at merchants whenever your around them. I normally just repair at merchant when turning pledges in.
I don't remember the last time I bought repair kits.
