Since One Tamriel your unbuffed stats start to decrease from level one. With the attribute increases per level up still at the past rate (115 or so) it would take 40 levels to equal what can be gained from level one food. As character levels increase the benefits from food also increase.
The damage increases from putting points into magicka and stamina is always welcome but seems to be basically insignificant when you start equipping your character with better gear and foods.
Since every character can use more health I am tempted to increase only that attribute.
If the amount of Magicka/Health/Stamina were increased to, say, 300 per level I could definitely see attributes having a more strategic influence.
