You thought I was going to use the Game of Thrones shame gif, didn't you?
Yeah, no, my gif-quoting skills are unpredictable.

1) Competitive pvp shouldnt have an rng element
- there are many competitive games that have rng factor into winning or losing. For example, pokemon has crit and status effects that have a chance of application and other effects. It is still a competitive game.
- Random procs are not bad on themselves, they are just highly unbalanced. They do too much damage, have too high chances, or are too easy to apply. Make all proc sets like Skoria and Nerienth. They either force you into a specific build with low chance of proc or are telegraphed and avoidable, or have them have a lesser effect if easily applied.
2) Numbers win and it shouldn't be like that
- in a straight and fair fight, numbers will determine the outcome 99% of the time and that is how it should be. "Outplaying" a numbers advantage doesn't come in the form of having your 6 wipe the 24 in an open field while they see you coming.
- You should need to set up a situation that involves ambushing the larger group from or funneling them in a smaller area so the number advantage is diminished. Here aoe cap removal and a redesign of keeps would help. Objectives in ESO have too many open spaces for numbers not to determine victory in battles.
For me, these are how the issues with procs and numbers should be resovled, not removal or restriction in what is doNE in cyrodil.

I'm still going for the full viper death recap. Closest I got was one away so far.
(Two different players both ambushed and got four viper proc's from their combined ambushes - It's almost as if Viper would even be less powerful if it just worked with common sense instead of double proc'ing and working on ranged, etc.)

Why bother playing if that's the case?
Seriously, that's the biggest load of BS I've seen on these forums in a long time and that is quite an accomplishment.
