That's why I'm kinda imagining that the incoming proc nerf will be that all procs trigger the cooldown for all proc sets. I'd say that offensive procs will trigger a cooldown for offensive sets only but that might be messier to maintain than they want to deal with.

its good for burst damage:
10000 damage * 1.03 crit damage boost = 20300 damage *4) + 6720 * 1.03 crit damge boost = 13641 ) / 4 (rms value over time from proc till off cool down) /2 = (for pvp damage reduction) = 23710 (pve) 11855 (pvp)
10000 * 1.18 crit damage boost = 21800 = 10900 (pvp)
based on no impen/resist.

Yup. And it was brought up like the rest to CP160. And if procs are reworked or their values changed (I doubt changed to make them stronger lol). Chances are it could very well end up on the shelf again for whatever the next meta dictates to the hardcores that they need to have.
I think its like a lot of things there are PvP and PvE sets. In PvP in most cases people can run, pull back into their group or hide and so burst damage is king, anything where you don't give the person time to switch bars and heal or drink a potion is key. In PvE most bosses have huge health no potions and their defences kick in at set times not when they release they are on low health and no matter the burst damage you will never be able to kill before the defence kicks in.
As such the set is going to depend on what you are playing.
