It is so rare that by the time you get it you don't need it anymore

I keep wondering if there are any ciphers now sitting in the inventory of the free players, who will never purchase the game.

Also what if... and I do understand it's a big tin foil hat "what if", but still. What if, even though it has a chance to drop on all base game zones, it only drops for characters who are in their own factions zone. I know it's far fetched, but I could see something like this being done.

Well obviously the Cipher is extremely rare. Someone posted in the Craglorn zone chat offering 1.5 million gold for the Cipher, and a 100K finders fee for anyone who helps with a successful transaction. LOL, no thank you. I don't need the XP scrolls that badly.

It doesn't exist. If there's anything I've learned playing MMO's it's that it doesn't matter one bit what the drop rate is, it WILL drop. Probably not for you, but for someone. There is nothing that can't be gained through sheer effort and luck.

I'm a little confused about this whole new gold xp pot thing. XP is dropping from the sky now with virtually every mob yielding full XP, huge, long, double XP events, and a very steep champ point catch up curve. With the cap at 561CP and not going anywhere very fast why does anybody care? It doesn't seem to me that it can possibly take very long for new players to reach cap and they don't have any gold to buy the stuff anyway.

Particularly regarding the dust I don't understand. 1 dust makes what, 4 xp boosts. I see it going for 130k. Seems crazy to me. I don't think I would have paid that back when CP were 400k xp and I could use all of them I had.
I am currently worried for the future of ESO. Population seems like it is in free fall and the cancellation of the North America in-person gathering feels very much like pulling the plug. Kudos on fixing the in-game economy though. Clearly whatever gold shenanigans were happening the last couple years are fixed.

still no word on this drom zos is really not suprising considering how maybe lack of information would help funnel more players into buying crown scrolls after farming in delves and other places when its not even dropping in those and they have yet to confirm if it does and if not we are wasting our time if not in overland

@Reverb Ok, so my boyfriend has just found data on the actual drink, which means that the actual Cipher has indeed been found, screenshot below:

Considering the value of the Cipher itself, I doubt it will ever be sold in traders, BUT, this does indeed prove that someone (at least two people) have indeed found it and crafted the drink! :)

Spent time fishing for roe is better spent running actual content. Not to mention time spent hunting for fool's dust or whatever it's called. It's amazing that people haven't even realized that such items are just huge time sinks. I've never subbed, used any XP modifiers, save the 2 special events this year - Jubilee and Witches Festival - and was able to gain exactly 713 CP between the date of 23.11.2015, when my 1st char reached level 50, and 23.11.2016. There were actually 753, but 40 were given when vet ranks were deleted, at DB release. And I've never grinded. Just played a lot, mainly group dungeons. I have 760 at this moment and still gaining about 4 every 5 days or so.

The whole point of these options are for the new players. If u started now at CP 1, 561 is very far away and especially if zos want new players to stick around. The gap has to close fast or players will continue to come and go.

Yeah, it started dropping right after they did the hotfix a couple of days after we started this thread. Almost immediately the Cipher started being found and sold. The timing of it lends credibility to my theory that Zeni didn't actually activate it in the loot table when they said they did. Only after we complained for a week did they say "whoops, hotfix". :D

In reality, ultra rare/ultra expensive means of attaining 150% xp boost for 30min, would make 150% for 2hrs for real $$ look very good. When you go xmas shopping, notice the very expensive item next to a similar much cheaper item? This is intentional so they sell tons of the "cheaper" item. If they just came out with a new more expensive crown xp scroll at 150% for a ton of $$, people would freak out, so it has to, at least, exist in the game, affordable or not.

CP doesn't actually mean much. I've met CP300 players who played very well, even a flawless conqueror with ~CP340 and CP500+ who made me laugh hard: wrecking blow spammers, snipe spammers, ambush spammers, heavy staff attack and one ability spammers, hard frag casters etc. Having loads of CP earned running endless laps in Imperial City Sewers, nuking bears in Auridon or zombies at the Sentinel docks, with or without chugging expensive potions, does not add to real experience, simply increments a number. Behind that number there's still a scrub.

Just throwing this link in here, as an Xbox player has mentioned finding a Cipher in Wayrest Sewers. So at least we know there is a possibility in dungeons. I will personally assume publics and delves also have a chance now.

For me personally finding one has nothing to do with exp. I want my provisioner to be able to make every recipe, even ones that will never be used.
