What's with the really long login into Cyrodiil when you Disconnect in Cyrodiil?

I'm writing this as I wait for my character to login to Cyrodiil for the 3rd or 4th time after a disconnect. Each time I have to wait around 40-60 minutes for the game to actually load me in. Is there some reason why this happens? It gets really annoying, and would like to know if there's a way around this.
